The Budget Memorandum is a general explanation by the government of The Netherlands of the expected revenues and expenses in the National Budget for upcoming year. As per tradition, after the king has given the speech on Prinsjesdag (this year Prinsjesdag was on Tuesday, September 19), the Minister of Finance offers the National Budget and Budget Memorandum to the president of the House of Representatives.
